Christie Koontz, PhD.
Christie Koontz, has been a faculty member at Florida State University since 1990. She received her undergraduate training in communications with a specialization in advertising. Her PhD. is from the College of Information Studies at FSU with a minor in marketing.

Dr. Koontz's areas of expertise include public library facility location and market analysis with a recent emphasis on use of public libraries in majority-minority and low income market areas. She was the recipient of the prestigious Carroll Preston Baber Research Award, the top research award of the American Library Association, in 1992. In 1997, Greenwood Publishing published Dr. Koontz's Library Siting and Location Handbook. Dr. Koontz teaches marketing and management as an adjunct, as well as conducting marketing in workshops internationally. Koontz is a featured 2002 columnist for Marketing Library Services, Published by Information Today. She has also co-authored a virtual campus marketing course utilizing GIS which can be found at www.esri.com.


Mr. Dean K. Jue
Dean Jue is director of the Spatial Analysis, Research, and Training Program and associate director of GeoLib, and has been a faculty member at Florida State University since 1987. His academic training includes zoology, public policy, and computer science.

His research interests focus on the application of computer technology, especially geographic information system (GIS) software, to solving real-world problems. This interest has taken Dean from work on biology projects to health care issues to document management studies to public libraries. Working closely with Dr. Koontz since 1993, Dean has applied computer technology towards improving access to data for public library managers, directors, and policymakers that can help them better serve public library users, especially those users that may come from a disadvantaged background and are less likely to be in the habit of using public libraries. Much of this work involves GIS software to identify the characteristics and location of such populations relative to existing library locations.

In 1999, Dean was recognized for his library work by being the recipient of the 1999 Frederick G. Kilgour Award for Research in Library and Information Technology. The award is given annually by the Library and Information and Technology Association (LITA) of the American Library Association (ALA) and the OCLC Online Computer Center, Inc.  


Charles R. McClure, PhD.
Charles R. McClure (Francis Eppes Professor and Director of the Information Use Management and Policy Institute) received his PhD in Library and Information Services from Rutgers University. His teaching areas include information policy, management, evaluation of information and networked services, and digital reference.

Recent research projects include a study of Internet Privacy funded by the U.S. Government; developing network statistics and measures for information services; federal information policy affecting US government website development; and economic impact of public libraries. He is a frequent speaker at professional meetings, workshops, and conferences.

John C. Bertot, PhD.
John C. Bertot (Associate Professor and Associate Director of the Information Use Management and Policy Institute) earned his PhD in Information Transfer from Syracuse University and his MA in Communication from SUNY Albany. He has taught at SUNY Albany and the University of Maryland, Baltimore County. Before coming to FSU he was an Associate Professor at SUNY Albany.

His teaching interests include planning and evaluation, information policy, information management, and user needs assessment. He is a member of ALA, PLA, ASIST, ASPA, and ACM.

His research interests are in the areas of public library use of, and involvement with, the Internet; telecommunications and information policy development with an emphasis on electronic network-based issues; organization and management of electronic network-based information; and development and implementation of electronic network performance measures. He serves as editor of Government Information Quarterly.
